Thalasseus sandvicensis
The sandwich tern is a medium sized tern. It has black legs and feet. Its bill is also black but has a yellow tip. Summer's black crown becomes winter's white forehead and streaked crown. A juvenile would have even more white streaking through the crown and lack the yellow tip on the bill.
Coastal.
The sandwich tern is protected in the USA under the Migratory Bird Treaty Act.

Thanks! This is my first spotting of this tern. I was excited to see it amongst a bunch of laughing gulls.
Love these guys! Great sighting.
