It's the 'Yellow Walking Iris'. This sun, heat, humidity and drought hardy plant stays green all year and grows in grassy clumps to around a metre in height .
Ha! I couldn't post my suggestion due to "server error" but when I came back here, you'd made the same one Dan. I presume this was in a garden.
