this bird is very scruffy, and has spots all over it. it definitely resembles a falcon, but i don't know!!!

Red-tailed hawks have - usually a reddish tail with a single dark band near the tip on the underside. This bird clearly has two dark bands on the underside at least, a featured not apparent on any of the red-tailed morphs!

Falcons have shorter tails. The long tails are pretty diagnostic for an accipiter hawk.

It might be a Merlin.
