This is a stephanid

Note the "crown" of teeth on the head, and the enlarged hind leg with teeth on it.
These are quite uncommon - so a very nice sighting, and a great photo.

This is an ichneumon wasp with a very large ovipositor. Yours also has spectacular developed legs. They lay eggs deep into trees (somehow) onto the grubs inside.
