Phromnia rosea
Forests of Madagascar
They are a wonderfully bizarre insect, I saw them several times in Madagascar about a month ago there isn't a great deal of info out there about them but the white "Fluff" is actually for camouflage and protects the larval stage during development and in the very early stages it just looks like cotton wool on the trees until it starts moving! When they reach adulthood they are actually pink
