Thank you, I'll put what ever you say! lol I always thought that it was some kind of disease that the plant had... didn't realize it was from insects. Thanks again :)

These are galls, I'm guessing made by one of the gall midges (Cecidomyiinae). I'm afraid I probably cannot help much beyond that. But take a look starting at http://bugguide.net/node/view/373038/bgi... and see if you can narrow the ID more. Otherwise I'd label the spotting as "Gall Midge (Cecidomyiinae) Galls."
