Elanus caeruleus

Manish is correct on this one, the Elanus axillaris is endemic to Australia, where it is also known as the Australian Kite. The European, African and Asian Black-shouldered Kites, also now known (less commonly at present) as Black-winged Kites, are Elanus caeruleus, of which there are 4 sub-species. Some very old books used caerulens instead of caeruleus.
