Upright plant about 30 cm tall with fuzzy leaves and small, clustered white buds on top. This is native to California.

Habitat:

Hillside in partial shade on trail at Daley Ranch

Hi tiffanypr, thank you for the comment. The flowers are very similar but I've been unable to find Pussytoes - Antennaria sp with these leaves. According to Calflora, there's only one species here in San Diego and it doesn't appear to be this plant.
