Yes, this one is a captive animal. Here in Venezuela we call they morrocoy, but I'm not sure if the common name it's Red-footed Tortoise

Just wondering if this is a captive animal because of the fencing in the background? I like the colorful red markings! Is the common name Morrocoy Tortoise or Red-footed Tortoise? I'm familiar with the red-footed name but not Morrocoy. Is Morrocoy a local name?
