The nozzle-to-tag is a passerine bird family Estrildidae. Also known as kiss-of-girl (Minas Gerais), tip-seal-of-common-bill can (Santa Catarina) and bombeirinho (Holy Spirit). It is an exotic species from the southern region of Africa. Introduced in Brazil through the slave ships during the reign of King Peter I. Reintroduced into the interior of Sao Paulo in the second half of the nineteenth century. It must have been taken to other states by man, because, due to its reduced flight capacity, its distribution is less spontaneous than the sparrow.
Occurs in the states of Rio de Janeiro, Espirito Santo, Bahia, Pernambuco (Recife), Pará (Belém), Amazonas (Manaus), Mato Grosso, Maranhao, Federal District, São Paulo, Minas Gerais, Paraná (Londrina, Curitiba), Santa Catarina and Rio Grande do Sul

Lindíssimo pássaro!
In southern Africa we call it the Common Waxbill.
In a well known bird book here, 30 yrs ago, under description it said something along the lines of "too common to require further details" !!!
(- later editions have replaced the statement with something a little more useful to the less knowledgable amateur)
As for myself I'm still looking for my first sighting of this beautiful bird
