This is a Fulgoridae planthopper...genus Acraephia or Alaruasa (I get those genera confused...!)
Interesting - definitely has cicada eyes! We have another hopper with the same eyes though. I'll try and find a picture and post it.
I just saw the same insect here in Guanacaste on a Guanacaste tree. Could this be a cicada?
