Small plant, possibly fern with small, silver to green, oval, odd-pinnate leaves. The stems are brown to red. Possibly Birdfoot Fern.
In dry, rocky area with full sun along trail at Lake Poway.
Hi Savannah, I appreciate the ID suggestion. I was unable to find a wild Lavender that resembles this here in California.
