Eulophid wasp amongst leaf galls

family: Eulophidae

Description:

This small ( about 3 mm long) wasp was completely focused on checking out these red eucalyptus leaf galls. Dark red eyes were well separated and had pale rings around them. The thorax and dorsal aspect of the abdomen was dark. Abdominal sterna were pale as were the legs.
Wings did not appear to have any pattern. The wasp did not have an ovipositor - male.

Habitat:

Spotted on a eucalyptus tree in a reserve. The wasp was on a leaf with small Fergusonina fly galls.

Notes:

I have checked all the resources available to me for an ID. The closest match I could find was that of wasps from Torymidae family.
Not sure why it was checking out these galls.
