It looks to me as if in all likelihood is a fly that has been attacked by a fungus. Similar to these: http://bugguide.net/node/view/59369/bgim...

It is alive, it has been "resting" underneath several different elephant ear leaves in my front garden. It looks to have an intact thorax, three legs, brown fur-like fibers along the sides, and a blue almost beetle hard shell. I will attempt to get a better quality photo. It is just simply unusual looking.

It is a fly of some kind. Was it alive when you took the photo, or just stuck to leaf? It looks maybe dead and falling apart, but photo quality isn't good enough to be sure
