I think it is biologic. I don't think it is a jellyfish more like an egg or a housing for juvenile somethings. Apparently it is an algae! Who knew! Thanks for the I.D. LivanEscudero

I believe it is one of the bubble algae that became detached and washed ashore. Like this:
