In England, there are many small flowering plants growing on surface of rocks. Now, I've change my mind, this one isn't a moss.
I think it might be a form of moss or saxifrage, it was growing as a mound over rocks
Would need either more photos or a description to fully identify but my first reaction was lilies that are just sprouting. If they are lilies it's time to thin them out they are much too close together.
Is it mosses? or something describe the pics above? :)
