Larva are Parasites on moth caterpillars, a type of icheuman wasp(thanks for the info oxyjack) it does without the long ovipositor though.

It is an Ichneumonid wasp. It has a diagnostic cell in its forewing that is shaped like a horse's head. The family Ichneumonidae is extremely variable in appearance, but they all have this in common.
