I saw a bug that looked like that on the balcony at work today, but it was really green. I missed it, by the time I got my camera it had got away. : (

I can't help with the ID but it's a true bug in the order Hemiptera (suborder Heteroptera). True bugs either drink fluids from plants (like your spotting) or drink fluids from other animals (assassin bugs, etc.).
