Psephotus haematonotus
The head has a green top and some turquoise on the face. The chest is green and belly is yellow. The red-rumped parrot (Psephotus haematonotus), also known as the red-backed parrot or grass parrot, is a common bird of south-eastern Australia.
In Eucalyptus trees along the Yarra River in the Yarra Bend National Park.

These are called the grass parrot. I've not noticed them in my part of Melbourne but I agree with oth suggestion by stirred mocha. http://en.wikipedia.org/wiki/Red-rumped_...
