Also, some forms of Black Kite do show white on the inner sections of the primaries.

Could be. What threw me off were the number of "fingers" (primaries) extending. Red Kite usually show five, but Black Kite show six. In pic 2 I counted 6 fingers, but in pic 1 I counted 5.

I thought black kite at first, too, but if you look closely you can see the wing tips are muck lighter. Black kites have wings of uniform color, red kites have white patches at the tip.
