Hello Rachel. This sure has a ferny appearance but I'd be very surprised if it is one. It looks like a flowering plant, something like a Potentilla before flowering: http://en.wikipedia.org/wiki/File:Gaasem...
Of course, without the flower it's very difficult to say for certain.
