These are stink bug eggs (Pentatomidae), but the silk is apparently laid down by a parasitoid wasp (Eurytomidae: Rileyinae). See https://bugtracks.wordpress.com/2015/11/...
This one was probably made by a fly (Agromyzidae), but a backlit photo that shows the frass pattern more clearly might change my mind--it could also be a moth of some sort.
This looks like the mine of a species of Phyllocnistis.
Was this on aspen/poplar? If so, it's Phyllocnistis populiella.
