That is a dowitcher in basic (winter) plumage. Long-billed Dowitcher is more likely than Short-billed Dowitcher, but voice is the only really diagnostic field mark between the two during winter.
A yellowlegs would be more slender, with a thinner bill and more of a streaked/spotted pattern.
