It's definitely a skipper. You will probably need additional pics of the dorsal and ventral wing surfaces to get a better i.d.
That's so odd looking. It has to be a cicada, but the wings are too short for any I've seen. It almost looks like it's missing its longer pair of wings.
I found the same plant at my mom's house, north of Tampa.
It is definitely genus Paederia, but it could be either sewer vine or skunk vine. See the webpage below:
