It was on this plant, and I have also seen them on goldenrod.

Thanks Aaron .. did not realize she was invasive. I was hoping to keep her around to have her babies in the garden for pest control.

Looks like a planted hosta to me, but I can not tell what its context is.

Not very wet. The location information is accurate, and this was in a dry area located in a park in an urban area. The area was formerly a military base (Fort Thomas), and this was along an abandoned road in Tower park.
