The leaves in the 3rd picture do not go with the flowers. Look at the leaves directly under the blossoms.
Not quite ready to ID yet since no leaves are showing, but this is a possibility:

My husband also spotted this, but your photo is a bit clearer. It's a lovely plant, but I've only seen it a few times, and only as a single plant, never a group.
I can't give a firm ID, but consider burr marigold.
This looks like a wild grown common garden phlox.
