Sure, it's a small octopus. You can see the Siphon under the eye. It is very well camouflaged.

Yes, it seems they do. But I think it could also be some kind of sponge. They seem to like a sponge + coral habitat. We have a resident tiger shrimp couple in our house reef. I hope they are still there when I go back.
