No , you're right ,it dosen't appear to be , but it might have a little fluff but thats just speculation . It could be the adult im not sure how long the young of this species stays with their parents , i'd assume a long while
I was thinking Bearded Screech Owl, they're owlets, because of the puffs of down feathers breaking up their pattern. It's very obvious the one on the left is an owlet with how puffy it is.
