Thanks ForestDragon, I'm pretty sure your right, it definitely was not a lighting bug. I love finding little critters, I'm just not the best at identifying them. Your help is appreciated
My husband was working on an old house and accidentally uncovered hundreds of them. Some had babies hanging on them. They notified the wildlife centers....hopefully they can all be safely relocated.
He was in the river, I agree he looks like a juvenile black racer, but maybe just a water snake?? Not sure?

Not sure what kind of tree, oak maybe and the fungus was about 6 inches across.
