Scientific name should only be the latin bi- or trinomial name without any describer name and year. You can add, what you usually do as well, these informations in the note section. If you add more info there, the search engines will have problems. Thanks for understanding.
"cf." is originally latin from conferre meaning "compare" or "it looks like being". It is a valid compromise if you have then correct genus, but you are not 100% certain about the correct species or "need to be verified".
I am pretty sure it is a Nacoleia sp., with Nacoleia inouei the closest and according to the link above found in India, but in Wiki in Japan and Korea. So to be on the safe side I suggest Nacoleia cf. inouei as scientific name. I do not really know how variable this species is and what the range indeed is.

Zygaenidae, Procridinae, Artonini, Thyrassia penangae. Note the curved antennae tips, which is typical for Zygaenidae and not shown in Syntomini. Interesting observation!
