Good call. It's the discarded skin of a nymph cicada.
Nice photograph! this is a male. The yellow stripe near the bottom of the wing sets it apart from the female.
After a little more research I discovered that this is likely a nymph of the "wheel bug" variety of assassin bug.
some type of liatris. The most common around Ohio is L. Spicata "Kobold". It is a nice May-June blooming perennial.
