A prairie falcon maybe? Lookswise it seems right, but I don't see Kansas in the range maps.

I love hognoses, I even have a pet one. They are always such lively and entertaining snakes. Sad to hear about this little guy.

If you really found this in Sacramento I am pretty positive this is a Northern Pacific Rattlesnake, which is really the only Crotalus species we have in this area.
