Yea, it's in a botanical garden, so I assume it was intentionally planted.

I've explored the various suggestions and although I haven't found any pictures that look 1 million % exact, I think it is a crepe myrtle.

I don't think it's Usnea because this stuff grows on the ground, not on tree branches like wiki says.
