Based on location this guy is a Western Tiger Swallowtail (Papilio zelicaon). Awesome shot.
@Atul Same spotting. Look closely at the second shot and you will see the bird in question (Pacific Brant).

Added the ID because Greylag's are the wild(ish) origins of the domestic French Toulouse (which I believe to be pictured above).
Looks like a Leiolepis. Not sure of the species.
That eyespot has me questioning the Junonia iphita suggestion, though at the moment I don't have a better one!
The whorled leaf structure gives it away as lupine and not sage.

Some lupines are weedy...perhaps a non-native?
