i got confused, african marsh harrier is quite common (this is not an african marsh harrier, ill change it), its the black harrier that is rare

In South Africa they gather in huge flocks and chill in the fields, especially the wheat fields. Some people think they are a pest and want to hunt them and cook them for lunch. I do not think they are a pest, but I am not sure. Don't they just come down here for a season then go back up again?
