Southern Caracara was formerly the name for this species but it was renamed;currently what is referred to as the Southern Caracara (Caracara plancus) is actually a resident of South America.
Starlings, at least in the US, do not migrate so where ever there are at any given time of the year is most likely where they will stay to nest/winter. The link I gave above should have some cool information on these guys!

I believe that this is actually a Song Sparrow, Lincoln's would have much finer streaking on the sides and back (the most differentiating field mark on this bird), be noticeably buff on the sides, and have a small crest (evident on most birds)
