I see no fungus, but modified tissues of the plant. Somewhat makes me remember of tumorous growths by saguaro cacti.

Probably it is made by some insect or some other factors (infections?), but I think, sure it is not "the fungus" what we see on these great shots!

Looks quite alien... (as fungi often do so)

My first thought was fungus... And also the second one... Cannot be that these are dead eggs covered (killed?) by fungus?
