I see no fungus, but modified tissues of the plant. Somewhat makes me remember of tumorous growths by saguaro cacti.

Probably it is made by some insect or some other factors (infections?), but I think, sure it is not "the fungus" what we see on these great shots!

By now still I think this is an Ichneumon. ~ primatorius? ~ grossorius?, maybe yet another...?
