Yes, exactly the purpose Christy. They paint the tops of the posts (the horizontal ones) white sometimes, so the horses see them clearly. In the old days, they used to pour gasoline down the holes to kill the PD's, or shove big sticks down the holes to block them up - but that just caused there to be more holes elsewhere & a few dead trapped animals rotting and attracting other animals to dig yet more holes. So this method works better for all species, I guess.
As in keeping them open for the prairie dogs to roam? That is a fantastic idea!! No harm to horse or PD!! These PDs are actually on county open space/agricultural lease. There are cows roaming with them, but no horses. I've never heard of the farmers having cows with broken legs (I'm on property regularly). There are also burrowing owls living in with the PD community here.
I heard that horse pastures put wooden-framed-cubes over the prairie dog holes so that the horses don't step in the holes and brake their legs & the prairie dog holes don't get demolished if inside the pasture areas.
