I think that this one is one of the red Bishops (Euplectes sp) starting to moult to breeding attire (black-and-white sparrow-like appearance; large white supercilium, fire-coloured collar...) and have impression it would be difficult to go further in IDing the species. There are four candidate species for this, (E. oryx, E. hordaceus, E. gierowii and E. nigroventris) all reported in Tanzania.
