Although most of the blue parts are missing, to my knowledge there is only 1 skipper with these typical and curved arrangement of spots at the apex of the forewing.

The image is a bit dark so it is hard to tell. If the body was blue-green, it is Urbanus proteus, otherwise it is probably Urbanus dorantes.
