Small robber fly female. About 3/4" long. Smaller than others I've seen in this area. From abdomen, appears to be an ovipositor - hence, female.
I found her struggling in the bird bath. Not wanting to be bitten, I put a grass stem in the water, which she grabbed onto immediately.
