I'm fairly certain of the ID. This dragonfly is very similar to the Flame Skimmer, L. saturata except the coloring on the wings of L. saturata goes all the way from the front to the back and extends half way across the wing. L. croceipennis only covers 1/4 of the wing and doesn't cross all the way to the back.
