I agree, most of the spittle bugs are just called Cercopidae, but if we do not now exactly we should use the term Cercopoidea, which would include also the other families, mainly Cercopidae and Aphrophoridae.

possibly a spittle bug - in which case you would find a hemipteran nymph in under the bubbles.
We used to call these Cercopidae when I was a student - but apparently classification has moved on a bit.
