I think this a variety of Althea, Hibiscus syriacus. It has the typical hibiscus bloom characteristics and more importantly the leaf characteristics. Hollyhock is in the same family, Malvaceae, but is genus Alcea, and has rounder heart shaped leaf characteristic.
