Thank you Cindy! I was having a hard time on bug guide with this one. Your wing color description really helped, and I've changed it to Flame.

Nice spotting! Both the Neon and the Flame Skimmers are similar. The most obvious difference is the extent of color on the wings. The Neon's only have red covering 1/4 of the wing and it barely touches the backside. The Flame Skimmers wing has about 1/2 of it colored and it extends to the back edge. The link I provided shows some comparisons between the two.
