Libellula croceipennis
This is a bright red male. The females are a dull orange. The skimmers or perchers and their relatives form the Libellulidae, the largest dragonfly family in the world.
This neon skimmer is hanging vertically in the shade at the edge of the woods. It is very hot today and many of the dragonflies that are usually at the pond are here in the woods trying to stay cool.

No wonder why it is called Neon Skimmer. Beautiful spotting.
