Pupal Casing on casuarina

Description:

This 35 mm long pupal casing was made of neatly cut casuarina needles all stuck together and almost impossible to detect, along a branch of a casuarina tree. There were a few other freshly made ones but they were slightly narrower. This one looked older and drier but had no opening that I could see.

Habitat:

Found on a casuarina tree ( ? species) in a nature reserve.

Notes:

Still looking for an ID for the architect but would greatly appreciate any help with this. Moth cocoon ??
