The male has a blue to blue-grey body with black on the tail, eyes are blue; female is greenish with black markings on the tail, eyes are green with red.

Hey Leana! Eastern Pondhawk is a species of dragonfly whose range includes the eastern United States of America. If your photo were taken in the Philippines, then I think it is unlikely your dragonfly is an Eastern Pondhawk.
