I'm not sure if that is supposed to be a Western skink, but u took a good shot of that blue, blue tail!

I'm not sure if they are not supposed to be so intense in blue. (I haven't done any color saturation in image here only a bit of contrast improvement before posting it.)
And this was first time i clicked them and it was new for me as well as i don't see such intense blue tails in India.
