I would guess it's a flower, but it's quite sturdy, like a pine cone.
Found these near the top of a mountain, at about 1.500 m.a.s.l. which, at this latitude, means it's covered with snow most of the year (8 – 9 months).
No idea event to what family it belongs, any hint will be greatly appreciated.
